With integrity, focus, and a clear vision for the future, Emily is ready to lead Fredericksburg forward — protecting what makes it special while preparing wisely for the opportunities ahead.
Meet Emily
A sixth-generation Texan, Emily Kirchner grew up in the small towns of Gonzales and Shiner, where she developed a deep appreciation for community, history, and the character that makes small-town Texas special. After graduating from Texas A&M University, Emily began her public service career at the Texas Capitol, working in the Texas House of Representatives for several members on key issues including water, transportation, land use, and economic development.
Her professional journey has also taken her to Washington, D.C., where she worked for International Justice Mission, a global nonprofit fighting human trafficking and child exploitation. Today, she serves as Vice President of Economic Development for Texas Regional Bank, helping strengthen public-private partnerships across the Texas Hill Country.
Emily and her husband, Tim, made Fredericksburg their permanent home in 2019. She was elected to the Fredericksburg City Council in 2022 and currently serves as Mayor Pro Tem, where she’s focused on ensuring Fredericksburg grows with purpose—balancing progress with the community character that makes it home.
Active in civic life, Emily is a founding board member of the Fredericksburg Parks Foundation and serves as the City’s liaison to Fredericksburg ISD and several community committees. Her experience in state government, finance, and local leadership uniquely positions her to guide Fredericksburg forward with thoughtful, results-driven leadership.
KEY ACCOMPLISHMENTS AND CONTRIBUTIONS
Mayor Pro Tem leadership (2 years): Helped guide council priorities, facilitate discussions, and maintain steady governance during a period of growth and community tension.
Advanced a more strategic, long-range planning approach: Pushed for development of a Unified Development Code and a rolling 5-year strategic plan to better align various city plans and increase intentional decision-making
Strengthened regional relationships and collaboration: Liaison to Gillespie County Commissioners Court; facilitated coordination with municipal leaders across Hill Country on shared issues like infrastructure and growth
Thoughtful approach to growth and development: Advocated for balancing economic vitality with neighborhood quality of life; engaged in complex discussions around housing, STRs, and land use with an emphasis on long-term sustainability over quick wins
Infrastructure & community planning involvement: Active contributor to Comprehensive Plan and Parks Master Plan Advisory Committee; helped shape priorities around mobility, parks, and future land use
